Secondary containment is a safety system designed to catch spills or leaks from primary containment (such as tanks, vessels, or pipelines). It usually consists of bunds, dikes, concrete basins or coated areas that prevent hazardous liquids from spreading into the environment.

Where is secondary containment used?

Secondary containment is required wherever hazardous substances are stored or handled:

  • Oil & Gas terminals – bunded areas around large storage tanks.
  • Petrochemical & Chemical plants – vessels and reactors with spill control zones.
  • Power generation – transformer bunds containing insulating oil leaks.
  • Marine & Offshore – chemical tanks and storage areas on platforms and ships.

For you as an operator or asset owner, secondary containment is critical for HSE compliance, environmental protection and avoiding costly clean-up or penalties.

Extra explanation and standards

  • Function: capture and contain liquids long enough for safe recovery.
  • Materials: usually concrete or steel, lined or coated for chemical resistance.
  • Standards:
    • EPA (US) and EU Seveso Directive require spill containment.
    • ISO 14001 environmental management frameworks.

A failure in secondary containment (through cracks, corrosion or poor coatings) can lead to uncontrolled spills and severe regulatory fines.
